Understanding Your CVOR and Carrier Safety Rating

This workshop is designed for fleet owners, safety directors and managers, driver trainers, dispatchers, and fleet maintenance supervisors.

The CVOR is a system used to monitor the operator’s on-highway performance. The CVOR carrier is responsible for the driver of the vehicle, the mechanical operation of the vehicle, and the shipment of goods or people in the vehicle.

The consequences of a poor CVOR rating could result in ministry interventions such as a warning letter, a facility audit, MTO interviews, show cause hearing, temporary fleet size limitation, suspension of operating privileges, increased enforcement action, potential increase to insurance premiums, cancellation of coverage, loss of customers, and loss of jobs.

This workshop will include instruction on how to obtain and read Level II CVOR and Safe Stat Reports, how to track driver and fleet performance, how to record CVOR events to monitor and track fleet trends, how to calculate overall violation rate on CVOR, and how events such as inspections, violations, and collisions appear on CVOR records and safe stats dictate safety ratings for your company. This course also covers the function/role of CVOR Analysts, Facility Audit Administrators, Carrier Safety Rating Administrators, and the Deputy Registrar of Motor Vehicles as it relates to the CMV CVOR analysis and the types and stages of ministry interventions.

 Pre-Trip Inspection Training

The purpose of daily vehicle inspections is to ensure the early identification of vehicle problems and defects before operating the vehicle on the highway. Inspections prevent the operation of a vehicle with conditions that are likely to cause or contribute to the severity of an accident.

Ontario Regulation 199/07 and National Safety Code (NSC) Standard 13 (Canada) specifies minimum procedures for ensuring the commercial motor vehicle is fit for operation before it is used on a highway.  Therefore, all drivers must understand their obligations under the pre-trip inspection rules.

Pre-Trip Vehicle Inspection training consists of both in-class and practical components (carrier to provide vehicle). Training will include a PowerPoint presentation, handouts, and educational materials, as well as practical inspection procedures. At the end of this training, drivers will be able to explain the pre-trip inspection requirements, perform pre-trip inspections, understand the differences between major and minor defects, and complete a pre-trip inspection form.

 Hours of Service Training

Hours of Service regulations are based on NSC Standard #9, as developed by the Canadian Council of Motor Transport Administrators (CCMTA), which is the organization responsible for coordinating all matters dealing with the administration, regulation and control of motor vehicle transportation and highway safety in Canada. The objective of this regulation is to improve motor carrier safety by limiting a driver's hours of work to increase alertness and reduce fatigue.

The training consists of a PowerPoint presentation and educational materials. Topics covered are: Daily Requirements, Work Shift Requirements, Cycle Requirements and Record Keeping Requirements. Training sessions will also include practical application of regulations using sample log sheets. Participants will be given a knowledge Verification test for confirmations of training.

Vehicle Maintenance & Record Keeping

This course is primarily designed to provide instruction to mechanics, maintenance personnel, and safety managers on the requirements of vehicles maintenance and record keeping as set out in the HTA Sec 107 and O/Reg 199/07. The workshop will include operator's maintenance statement , the types and frequency of inspections and maintenance, Annual Periodic Mandatory Commercial Vehicle Inspection (PMCVI), Defect Verifications through Commercial Vehicle Inspection Reports (CVIR), Pre-Trip Inspection reports, and record keeping requirements.

 Cargo Securement

Cargo Securement regulations are based on National Safety Code Standard 10. Topics covered in this training session include basic principles of physics, general provisions, and specific securement requirements by cargo type. We will tailor our training to meet your specific needs based on the type of cargo you transport.

Dangerous Goods Transportation

This course is designed to provide training of drivers and warehouse staff for Transportation, in the handling and offering of Dangerous Goods. Topics covered are classification, shipping documents, safety labels and placards, driver training requirements and means of containment. Participants will be given a Knowledge Verification test for confirmation of training.

 Roadside Inspections

This training applies to all drivers and personnel involved in driver safety and compliance. This would include dispatchers, operations management, safety management, and maintenance management.

The main objective of this course is to increase awareness of the frequency at which roadside inspections may be encountered. This training will instruct drivers on how to prepare their vehicle and documents for inspection and how to conduct themselves during an inspection.

A secondary objective is to promote safety awareness among drivers. Drivers who keep their trucks clean and well-maintained, conduct conscientious pre-trip and post-trip inspections, and keep their logbook current have an easier time during an inspection. More importantly, they help keep our roads safe.

If a driver is pulled over for a roadside inspection, it will likely be by an MTO Officer or state or federal official who is following CVSA standards in the execution of his or her job. Roadside inspections need not be a cause for anxiety among drivers, provided their vehicle is in good operating condition and they are equipped with up-to-date information. Roadside inspections are temporary inconveniences, but for the driver who isn’t prepared or whose vehicle isn’t properly maintained, they can turn into long-term delays. Failed roadside inspections will have negative consequences for the driver and carrier.

Safety Meetings

Various topics available for driver safety meetings including Driver Fatigue, Defensive Driving, Winter Driving, Professional Drivers, Court Appearances and Audit Preparation. JD Consulting will customize materials presented at safety meetings to address areas of concern and negative fleet trends.

Outsource services

JD Consulting will not be in a position to provide certain types of services that would require a substantial amount of time and resources. In situations where we cannot fulfill direct consulting, we outsource the services to a competent and experienced third party service provider. Our partnerships include the following key services:

 Log Auditing

HTA O/Reg 555/06 Sec 28 compels the operator to monitor each driver's compliance. The only way an operator can fulfill this obligation is through checking the driver's daily log. Therefore, we recommend monthly log auditing of drivers using third party service providers. Upon completion of monthly log auditing, the client is provided with individual driver reports, as well as monthly management reports.

If some drivers continue to experience difficulties in complying with the legislation despite monthly log auditing, JD Consulting is available to provide individualized remedial training on HOS

 IFTA

Third Party Service provider will monitor and prepare your fuel tax reports for required jurisdictions.

 Vehicle Licensing & Permits

Acquiring and maintaining title, license, and permit records for your vehicles can be an onerous task. Our third party service provider will free up your time and can get your vehicles ready for road travel.

These service providers are well versed in vehicle Licensing and Permits for various jurisdictions within Canada and the U.S. They will: establish process for title and/or base plate registrations on newly purchased vehicles, manage title changes on existing vehicles for  name changes, complete critical permitting work from provinces and state agencies, identify initial licensing and permit requirements, and stay up-to-date on permit renewals by providing alerts and guidance.
